Money bill is defined under Art.110 of the constitution of India. Among other things, it includes expenditure from consolidated fund of India.

Govt. considers Aadhar bill as money bill because issue of Aadhar involves expenditure from consolidate fund of India.
View of Opposition
Opposition argues that govt wants to consider Aadhar bill as money bill because the procure for passage of money bill gives more powers to Lok Sabha over Rajya Sabha and the govt has majority in LS but not in RS.
